Lol. That guy as well as all bosses are easy. All you got to do is take out ultimate goombario and equip the charge badge as well as multibounce badge on Mario.
For about 10 turns charge the bajesus outta both goombario and mario and then on the last turn perform the 5 jump combo. If mario for some reason fails to destroy the cloud with his 5 jump attack just let goombario finish the rest.
It probably can be done in about 6 or 7 turns though.
