Honestly, Sephiroth's sort of emo evil aside, Hojo was the one who made him, and the one who tried to turn the planet against itself and kill everyone so he could become Omega. He was also pretty insane himself . . . maybe not as insane as Kefka, but mentally smarter which might make him more dangerous. |
