| I think that the reason for his stance of being a laughing stalk in part comes goofy name that while it makes for a good pun in Japan it doesn't really translate over in the English speaking world.
As for why his fanbase has grown well I'm guessing that part of it is because of his potentale to be some much more that a rail thin Wario retread has been made cleas by the way his personality has been fleashed out over time. Add onto that he is owned by Nintendo who is famus for thier quirky characters and imaginative ideas also shows that there is still plenty of room for him to strech his legs.
