Spoiler Below There was also the Dark Bowser from the Flopside Pit of 100 Trials, when you fight Shadoo, but that has absolutely no portion of the real Bowser (as compared to BIS Dark Bowser, who consumed a very few genes from Bowser's insides), plus he seemed less impressive.
After thinking it over, it seems the items on the list must be a transformation of Bowser's body, which mean Dark Bowser (BIS) was, in fact, illegal, since it was actually the Dark Star that transformed. Whether or not you consider Bowletta a legal entry depends on whether you believe Bowser must be in control of his own body. You might argue that Giga Bowser is not in control of his actions, but I believe he is, in fact, somewhat in control of himself, if not dumbed down somewhat, whereas Cackletta was clearly in control of Bowser's body.
EDIT: I revoked my vote and gave it to Star Rod Bowser. And, in my opinion, *inhale* HE WOULD TOTALLY BEAT ANY GIANT BOWSER. GIANT BOWSER'S JUST BIG, BUT STAR ROD BOWSER IS INVINCIBLE, HAS MULTIPLE SUPER POWERS, AND THEORETICALLY HE CAN BECOME INFINITELY MORE POWERFUL!!!!!! *pant* *gasp*
