Ahem! To be more specific, the liquid is carried (via the elevator) from the basement area up to the area being headed by the Koopaling (in this case our good friend Iggy). In that area (as you shall eventually see for yourselves) is a machine-type thingy which changes the liquid into a thick gas/fog, which is then transported up to the first level of Bowser's Castle, where they are emitted into the surrounding atmosphere via those large computer-controlled machiney things.
