"Slots": the 'Limit Break' when they can't think of a better one?

Now don't get me wrong, Slots are a perfectly fine Limit Break/Desperation/Overdrive/(whatever), but looking at who has and uses them, I have to admit I am confused by the choices sometimes. This isn't about Setzer using Slots, honestly of all the characters who have them (not counting Lady Luck) he makes the most sense, as his character class is in fact a 'Gambler', but from there it just seems to veer off and get stranger and stranger.

Cait Sith gets Slots as his Limit Break, which is admittedly a little weird, as he's a robot cat riding a moogle controlled by some reclusive scientist . . . I really don't get how this combination says 'Gambler', but I suppose its forgivable, it doesn't specifically NOT say gambler, and he also has Dice as a Limit Break, it just seems a little odd.

Next though we have Seplhie who uses the Slot system, but seriously, Selphie was the little energetic girl archtype, she uses nun-chucks for no real reason and had as much personality as Pheobe from the Magic School Bus ("We never fought time sorceresses at my old school!") I really don't get how this type of character was given the Slot Limit break, she isn't even old enough to legally gamble . . . only thing I can think of is they really didn't plan on anyone using her.

After that we got Wakka with was given the Slot Overdrive, and again this seems like another case of "we couldn't think of anything better to give him." I mean, he's an island native Blitzball player from a Blitzball team that's very unlucky, they've lost every game they've played, as well as a religious zealot when he started the game, what combination of these character traits says "Gamber"? I'm not saying Selphie or Wakka's Limit Breaks were bad, but they just seemed poor choices, Slots are the Limit Break for a gambler class, to which Selphie and Wakka were clearly not. And its not like the rest of the game was poorly contrived, Squall cut things up with his gunblade, Zell used beat-up moves, Quistis learned things (she's a teacher), where in FFX Auron used Bushido, Lulu used super casting, Yuna summoned a grand summon, all of these Limit Breaks at least made sense to their character class, more or less.

I just think they should have spent a little more time thinking of an appropriate Overdrive for the characters, and that after Setzer, the association of Slots to the person using seemed to devolve more and more until it just seemed tacked on at the last minute because they couldn't think of anything better.
