Add another rule, I suggest. "Please don't make a topic until you have a comic to stick in it--and the comic should appear in the first post."

And another. "Do not attempt to make a topic, fail,a nd thens ay you were sure you'd fail for some reason, thinking people will then think it's okay. Instead, don't make a topic unless you know you can."
