^ Legal roms are pretty much home made roms (Sonic Epoch on GBA, that's home made, and Super Mario War). Those are technically legal roms, although I don't know how the companys make money off of those old games (Unless they re-release them like the Classic NES Series on GBA, or a collection like Sonic Mega Collection).
