Omnibus Budget Reconciliation Act, Brady Bill, Defense of Marriage Act, Iraq Liberation Act (set the policy Bush followed up on), welfare reform.
Of course, the liberal legislation like OBRA and the Brady Bill came before the 1994 GOP take-over of the Congress.
