Well, if you'd read the excerpts on that site, it'll say.
It's been awhile since I read Savage Inequalities, so I'm not exactly the person to ask (that's why I linked), but I know the administration refused to give financial aid to schools with mainly minority students, but the schools in white suburbia got a ton.
