^ Some might actually disagree with that depending upon your economic philosophy. Was it really the TVA and the CCC and the rest of the alphabet soup that got us out of the depression? No. Those programs were like Black Mage trying to use his dagger on Fighter's armour. The difference between Hoover and Roosevelt with regards to the Great Depression was that Hoover thought the problem would resolve itself a la the many financial panics of the 19th century; this was perceived as him flailing around doing nothing. Roosevelt made programs that amounted to a fraction of a percent improvement; he was seen as doing something.

The question boils down to whether or not perception is more important than effect. Bill Clinton would say the former is better. George Bush would say the opposite.
