It's still a joke. Nobody takes crap like that seriously. It's on the same line as those rubber bracelets that everyone wears now, those magnetic ribbons that people stick all over their vehicles, or when everyone and their grandmother stuck made-in-china-american flags on everything.
Education works, not some stupid trinket. This is like saying "MAYBE IF WE GIVE KIDS DARE SHIRTS INSTEAD OF PUTTING THEM IN AN EDUCATIONAL PROGRAM, THEY'LL STAY OFF DRUGS!" I know more people who wear DARE shirts specifically to smoke pot than anything else because of the inherant irony of the situation.
Sex is something that should be educated, and yes the education should cover abstinance. However, it should also explain other aspects of it, such as condom and contraceptive use just as heavily.
