And by "cleaning up", I believe he means helping out those hooked on particular drugs like Crystal Meth, Cocaine, etc. (If that's not what he meant, then whatever. This still helps.) And the dealers are the ones who shouldn't be getting out of jail.
And he doesn't mean all the criminals, either. There are those that truely should never come back into society ever again. |
