Wrong doctor, The technology is already built in. Sony just has not decided "if they will use it, and on what games". The sony rep said it's in for sure but don't tell average customers about it unless they ask. They said telling people would make more bad press.
They don't like the used game industry, no big name game company does. Every used game sale is lost profit for the game maker and the console maker. Having a way to block used sales could jump up profits considerably. Plus they most likely would make un-coded discs for rental services, the "proper" trial outlet in their eyes.
