The reason Ash is always whipping out his Pokedex is because he is retarded. He wears that stupid hat to hide the fact that he was actually once a superinteligent robot, but he fell off a cliff and damaged his sensitive robot brain. He now relies on other robots (i.e. the Pokedex) to tell what the hell things are.
