What's a good way to counter it, or who's a good character you counter it with?

You see, everytime we play SSBM, I like to set the damage ratio high and Roy's Up + B is usually an automatic KO. My friend really pisses me off; he's always Roy and that's pretty much the only attack he uses through the battle. Of course he almost always ends up getting the most KOs (not necessarily winning, though) and then brags about how good he is and it gets on my nerves. I try to press L or R when Im in the air to dodge it, but by the time I recover he has another chance to get at me. Really annoying, I wanna kick his ass.
