It doesn't matter which level you are when you fight Sephy-He's hard even at level 100.

What helps is to stock up on Elixirs and megalixirs and use them only when he says "Sin Harvest". Also, keep "Second Chance" equipped so Sin Harvest won't kill him. I don't know if Aeroga helps, but try it.
