There's also a glitch in Red and Blue where you can go into the Safari Zone(I think you might have to find a certain Pokemon), run out of time or exit, and go to either the Seafoam Islands or Cinnibar Island and Surf up and down the right side. Pokčmon from the Safari Zone will appear there.
