It doesn't look like Cel Shading. I think it's just the look all early development pictures have.
Although, I think the ending cinematic (we are talking about the bit where the Phazon takes the Phazon Suit) was just showing the Phazon taking the Suit back. Seeing as it was created from Phazon after all. |
