^ I thought it was Devil Ken? Or maybe it was just Ryu, and Akuma (I don't really know why they needed an evil version of an evil person, though.)

Anyway, I would vote for Captian Olimer.

Though, with Wolf link, it gives forth possibility for a vB transformation.

But his moves have already been confirmed, to my knowledge.
