The nice thing about this move is that it can be learned by a Pokemon that would have no other access to rock type moves otherwise:

Persian at Lv.32
Staryu at Lv.46
Mareep at Lv.41
Flaaffy at Lv.47
Ampharos at Lv.59
Corsola at Lv.44
Sableye at Lv.43
Spoink at Lv.46
Grumpig at Lv.55
Vespiquen at Lv.21

(Granted Corsola would be better off with AncientPower most likely) Honestly however, unless you place on fighting a lot of ice types, for most of these pokemon it would be better to learn an electric-type move, like Thunderbolt for instance that's just as accurate and does a lot more base damage, or Shock Wave that although slightly weaker has a No Miss accuracy.

For Vespiquen however, who is a sub flying type (making it weak to ice) and having no access to any electric type moves, its not a bad one to add.
