Can I make NC comics?

Would I be allowed to make an NC comic (like with Bill and Fred) and post it here if I give credit to Jay Resop for creating the characters? I was thinking no, but I saw a few NC comic threads like "The adventures of Dr. Donez" here awhile ago, and no one got in trouble.
