Quote at the bottom of the article is misleading.

Decline among teenagers is more to do with heavier restrictions on teenage rights to abortion (read: notification laws), not abstaining from sex.

Fact that teenage pregnancy rose for the first time in 15 years proves that abstainance education is a crock of bull****.
