Yet another excuse for the implementation of a "parenting license". I don't think it's a case of addiction, I think it's a run-of-the-mill case of the stupids.

I recall a story about a teenage who was charged with a murdery crime for killing her newborn because she didn't want to raise it; someone in the article said that this sort of thing should never happen because California has "no questions asked" policy where you can put a baby in an orphanage. I'm not sure how it is in Korea, but if you can't be arsed to raise a baby, at least do that. It's heartbreaking that this sort of stuff happens.
