WARNING POKEMON R/S SPOILER!-

I was playing my Pokemon Ruby and I just deafeated the Pokemon league and on the tv they said a mysterious blue Pokemon has been seen.....And I know that Pokemon is Latios but I have searched every where and not found Latios? WHERE DO I FIND HIM? I'M STUMPED also you know the Pokemon Feebas? I checked my Pokedex it says (with the diagram) near Fortree and Mauville City you know the lake! I FISHED AND FISHED ANY TIPS?
AND NO FEEBAS!

Latios shows up randomly. There's no sure place to look for him. I know nothing about Feebas, so I can't help you there.

for Feebass, Look for the random Feebass tile on route 119 and fish in it, that will increase the chance of finding Feebass...

I am also having trouble finding Feebas. There's too many Carvanhas!

It seems pretty much everyone is having trouble with that ****ing fish, thank god it's not just me. You wouldn't believe how long and how many times i've tried to find one and NOTHING. And yes, i've tried al over Route 119.
