The reason being the ???

OK, there is actually a very logical explanation to why there is a ??? Arceus, and its actually pretty simple. See, what happened was, although there is officiall no ??? type, its does still exist, because of Curse. No pokemon has this type and no pokemon can naturally ever be this type. However, hackers, you know, people who can cheat to change things in the game, like the infamous Wondertomb (Spiritomb with Wonder Guard hacked as its ability), are able to hack a pokemon and change its type, and in this case, they can hack Arceus and change its type to the ??? type (??? has no known strengthes or weaknesses, its pure neutral). With any other pokemon but Arceus it doesn't matter, cause its type won't change anything about it, but, Arceus's image changes based on its type. If a hacker hacked Arceus and changed it to the ??? type the game would be trying to pull up a ??? sprite, fail, and crash, possibly damaging the game. What nintendo did was actually create a failsafe so that cannot happen. The ??? Sprite was added in specifically if a hacker tires to make a ??? Arceus, so at the very least it won't make their game crash and become damaged.

Nintendo wouldn't make a failsafe for hackers. They'd rather hackers get screwed over like the egg that will never hatch. Pulling up a sprite that doesn't exist would just freeze the game, but it wouldn't damage it permanently.
