Best Stat: Sp. Atk.
Ability: Static - 30% chance of causing paralyisis when struck with an attack that makes physical contact

Well, Ampharos is definatelly UU Tier, and doesn't get a good variety of moves, so here's what I got for you.

Choice Scarf Sweeper

Nature: Timid
EVs: 252 Sp. Atk, 252 Spd, 4 HP
Item: Choice Scarf

Moves:
T-Bolt
Signal Beam
Power Gem
HP Ice

With the crap moves that Ampharod learns, this is prolly the best you'll get, especially sicne its base speed is 55, you'll need as much speed as you can possibly get.

Yeah, I knew many a person who would take the whole Elite Four with their Ampharoses (Amphari?), just Thunder Punching anything that wasn't a Ground-type.

I have always loved Ampharos, its a pretty awsome Pokemon, at least I always liked raising them in Gold/Silver. It was also the very first 3-stage Electric type in the game, which was pretty awsome.

The moveset ya gave it isn't bad, I never liked using HP though (used that once on my Houndoom and was dissapointed how weak it always was), even though its Attack is kinda off, Fire Punch isn't a bad alternative, Focus Blast is also interesting, but I never liked the 70 accuracy much. (nice to have a special based 120 power fighting-type move though)

Based on its speed you could even consider giving it Thunder Wave, although with Thunderbolt and Static I guess it really wouldn't need that too much . . .

One thing that I never really understood is what Ampharos is designed after. I mean it starts out as a sheep, then it turns into a bigger sheep . . . and then it turns into a long slinky thing with flippers. o_o
