^On the Water-Type moves, you totally forget about the awesomeness of Water Spout.

^ Water Spout also gets weaker as your HP does. Not a great move... Splash is pretty much the most useless move, but I hate prolonged moves such as Fire Spin and Whirlpool. They are weak as hell and pointless imo.

You'd be better off with Toxic or Will-o-Wisp. Leech Seed is a very good move but is annoying when you're on the wrong side of it, it's imbalanced. If it's used with Ingrain and Leftovers you have HP coming from everywhere...
