So far we only have a hand full of screenshots and no info to go on, but I think it's safe to say this is a remake of Donkey Kong for GBA, AKA Donkey Kong Plus. This game looks very promising, I speculate that there will be a level editing feature when linked up to your GCN, as mentioned for Donkey Kong Plus.

More info, this time about the storyline.

It's DK's pay back for being left out.

I'm glad this isn't just a remake or port, although it borders between a remake and a new game.

Even though it's not on GCN, there will probably be a link to GCN where you can create custom levels and then swap them with friends on GBA.
