(You've given me impossible numbers of Toads the last two days. I don't think I've taken advantage though. I believe if you cut the number of Toads/warp pipes/moneybags by 2, everything works out.)

Toads 14-15: Explore, 7 energy. (I assume this is how you find clues about the artifact.)
