Hey bud, welcome to VGF. You can access the PM controls from the "User CP" link near the upper left corner of any page. Click that, and on the new page your options will show up on the left.

Visitor messages are left on another person's profile page, you can access that most easily by clicking a member's name in-topic and selecting their profile page from the drop-down menu..

As you're a new member, it'll take just a few more posts before PMs and VMs are accessible to you. That's necessary to discourage trolls/spammers etc from harassing members, it will roll over automatically once you've posted enough.
