Making a guitar hero song unnofficially would be hard as you'd have to seperate the guitar sounds from the song somehow or make a song without guitar then add another mp3 wth just guitar sounds and somehow have the notes make each guitar sound. It's more complicated than just adding your own songs.

You can mod the PC version relatively easily, I've done so.
You can use a program called "songlist editor" to import Frets On Fire songs into your GH3 game (PC version). thepiratebay.com also has Guitar Hero 1, 2, Encore and 3 song packs for Frets on Fire, meaning you can import every song from the whole series and play them on Guitar Hero 3.
The legality of downloading such a song pack is somewhat questionable.

There's also a guide for importing your own custom songs at scorehero.com/forum/viewtopic.php?t=46187. It's pretty complicated, but if you follow the guide word for word you'll be absolutely fine.
