Discworld Noir - VGF

I have been playing discworld Noir for a while now and have got stuck at the point where you need to pull the carriage out of the river but you need help. where can I get this help?

You need the rope and the grappling hook, use that on the carriage.

I have tried the grappling hook on the carriage and he says that it is to heavy for him to pull up, and I have tried to pick up the morring line but he keeps saying that he dosn't need it at the moment (or something along those lines), so I think I need to find the trolls to help me pull it up,.
