I have a question about the Croagunk in Pastoria City

In Pastoria City there is a face cut-out of a Croagunk in the city near the Great Marsh, and occasionally when you walk in front of the face hole, a Croagunk will walk through the city, giggle, and run into the Great Marsh . . . what does this mean? Is it an Easter Egg? Is it a sign that something is available in the Great Marsh that wasn't there before? Are there Croagunks there even if you didn't spy them? Does it mean nothing? I just wold like to know.
