Abilities: Run Away - Raticate can run away from and wild Pokemon encounter unless a move or ability prevents it from doing so.
Guts: Raticate's Attack is boosted by 1.5x when afflicted with a status condition.
Dream World Ability: Hustle - Damage from Raticate's physical attacks increases by 1.5x, but average accuracy is only 80%

I'd do two, but I think that Hustle sucks and is not worth a moveset, so Guts will have to do.

In Pokémon Red and Blue there was a Rocket at Mt. Moon with only a Lv. 16 Raticate.

That was always the first truly difficult battle of the game.

I never did get it though, mostly because who the hell evolves Rattata? Ever?
