March's Opinion: In-Game: I think this is a pretty solid move in game early on. Especially on Rattata or Bidoof, but eventually it can be outclassed by moves like Strength, which is more accurate, or Return which has more power. But pick your poison, I suppose. Competitive: Eh, this really isn't all that good of a move in competitve play. Return outclasses Hyper Fang by a lot, imo.
