March's Opinion:
In-Game: This is a solid STAB move for the few Ghost types that can learn it, and it doesn't miss which is also a plus. It's pretty solid early on, especially for Dusclops/Dusknoir.
Competitive: In the competitive world this move is really mediocre, and the only Pokemon it's really good on is Golurk. If you want to run a physical Ghost move on Dusknoir or Dusclops stick with Shadow Sneak because of the priority.

If a no-miss move is absolutely desired, I think I'd stick with Aerial Ace/possibly Shock Wave.

This move is great on a Golurk. Like you said, Shadow Sneak is superior otherwise.
