Regarding Psychic-type Elite Four/Gym Leaders (mostly about Lucian)

I have a question.

Sabrina, along with Tate and Liza, are Gym Leaders with psychic powers. Will and Caitlin are Elite Four members with psychic powers.

What about Lucian? I don't recall whether there was anything said regarding whether he had psychic powers or not. I know he reads a lot, but that's really all I know about him. Then again, he *might* be psychic since he has a lot of ESP books, but that may not even mean anything.

Could anyone clear this up for me? Thanks. :]

Bulbapedia doesn't say he's a psychic. Just that he likes to read a lot of books.

well serebii says that he is psycic but it's strangley worded so it's open for interprentation.

In-game, they don't say anything about Will, either. Unless his sprite's supposed to imply something.
