I find it odd that they're taking all the blame off the Republicans for this.

109th Congress: House and Senate controlled by Republicans
108th Congress: Both R
107th Congress: Senate R, House even
106th Congress: Both R
105th Congress: Both R
104th Congress: Both R
103rd Congress: Both Democrat* (I believe the bill was passed here)
102nd Congress: Both Democrat
103rd Congress: Both D

I'm not really sure how they were blocked by Democrats in increasing regulation. They had 12 years leading Congress, and 6 years leading Congress and in control of the White House. If they were fighting to increase regulation, they must have been fighting with themselves as well.
