Master Chief, merely because batman is not immune to bullets and unlike corny villains, Master Chief can decipher where batman is going to be rather than where he just was.

Batman is smarter than MC. I've never seen Batman die, but I've seen MC die quite a few times.

If it's Adam West or Michael Keaton, then Batman wins.
If it's George Clooney, I don't know.
If it's Val Kilmer, Master Chief wins.
