It depends on how good the years were for video games. Some were suckish, some were downright awesome. But now, YOU must pick.

Puzzle Quest, God Hand, Persona 3 & 4, KoF Maximum Impact, and No More Heroes are all relatively new games.

All the older years have to offer are outdated versions of fighters, a couple of Brawlers, and Tank for the Atari.
And a ton of overratted ****.

The age of 3D though, was not terribly good in the 90's.

I picked the 90's mostly for Perfect Dark, Goldeneye, and Sonic 1-3+Knuckles.

Considering that video games as we know them exist almost entirely because of Nintendo in general and Mario in particular, that makes a pretty compelling argument for 1981 being the best year.
