i don't use cheats, but my saves all have the weapons cheat started with. Some of them have tanks too.

well its stupid just to erase your wanted level. I mean its useful but doesn't it take out the point of the game. (if you use it i mean, you said you didn't) Same with health cheat and many other cheats. I don't mind cheats that make it harder(i.e giving townspeople weapons, or the raise wanted level cheat) or that have no effect on the game(change costume)

I only use them because I like having long chases with the cops. It just pisses me off when it all ends do to my car blowing up.

Cheats suck, I'm proud to say that I bit entire game without using a cheat. Yes, it took me 10 tries to complete a final mission but the satisfaction after blowing the b!tch out of the sky was unforgettable. The only code I use is ultimate violence. Shooting off limbs and heads of everyone is just too fun.
