...that, and in Advent children, he wears black lipstick. BLACK LIPSTICK. (And yes, so does Kadaj...the other two Jenova's Witnesses as well, probably) The only other villain to do that was Kuja. I know Ramirez (Skies of Arcadia) may be a Sephiroth-inspired Bishounen, but he at least looked male.

Part of it is also the fanbase...Riku doesn't seem so cool to me anymore thanks to meeting Kingdom Hearts fans. (And seeing perverse fanart...)

Sephiroth has a legion of fanbiys and fangirls. They worship him because he looked feminine and weilded a sword too long to be possible for a girly man. And he was not much of a villain, as evil is not supposed to look like the likes of Kuja and Sephiroth.

Therefore, I make my case.
