I'm going to assume you meant any capital and not just a country capital and throw this one aside. Cape Town is a pseudo-capital, which is to say, the country it's in has three capitals. If I remember right, they were Cape Town, Bloemfontein and Pretoria. Cape Town is the legislative capital, but the official capital is recognized as Pretoria. You see my problem? We've got two solid capitals and two ambiguous ones. However, Cape Town is technically a capital, and Andorra is technically a country, so I'm going with B. ...whew, that's one hell of a one-letter answer XD | |

Helena is a capital, Ct is a capital. Capetown is a capital it may be a "psuedocapital" but it's a capital nontheless, and more of a capital than "Andorra".
