I cant beat mushroom cup on 150cc in doubledash. Do you have any suggestions on what characters and kart to use.

Luigi and Mario. Use any of their karts. I say so because with a balanced car and the greatest special ever, it's a good choice.

I don't really have any preference with character uses, however I think it's good to have Daisy or Peach as one character because their protective heart barrier will REALLY come in handy.
I do have some tips here and there if you want, some are obvious some may not be. Cut corners, in the Donkey Kong level don't just follow the road down the rocky mountain, it's quicker to just cut it. In the dinosaur level, there's a shortcut right after you enter the big cave on your right, but you need to get a mushroom to boost yourself. Also NEVER use the log jumps at the beginning, they kinda slow you down.
Mushroom...dang I forgot the name of it but it had Mushroom in it. It's the level with the highway but not the city, the other one, with the big bridge. There's a trick where you can actually go over the rail of the bridge and there are warp pads but you have to really practice that to get it right.
In the Yoshi level, there's two shortcuts. One is a small jump right near the beginning where the first tunnel is, right before that you see a gap over water, use a mushroom to boost over that from time to time. The second one is right before the road starts to get curvy and there's stone tiles and the pirahna plants first start to show up, it's hard to see but if you boost off the edge there's a secret tunnel and you cud cut through there.
In Daisy's Cruiser if you fall down the hole in the engine room it leads to a big pipe, but you probably found that already I dunno.
Other than that, I think Time Trails are good to do from time to time, to practice cutting corners sharply and stuff.
