Waluigi! And yes he did appear in a game that wasn't related to regular sports or a Mario party game. He was in DDR: Mario Mix. He had stolen the Music Box Keys(I think that's what they're called. I can't remember.)to try to take over the world. But because of his klutzyness he lost all but one. Wario is too fat and short for my liking. Though he is handy to have around in Super Mario64 DS. His blubber prevents him from being blown away by the fierce winds on those icy slopes.

Oh....Then they should kids play DDR in gym class. That be interesting. And they would already be getting graded...by the machine.

Wario. For somewhat obvious reasons.

The only game Waluigi appeared in with a plot was DDR: Mario Mix. And that game sucks.

I can't see how DDR: Mario Mix was mainstream anyway(although it could be fairly close), and ALL the Mario Party games have a plot, although basic. It doesn't mean Waluigi is a good character though. In Mario Party 3(his first MP appearence), he's the main villian. So that's two games that he plays an actual role in...too bad they're not mainstream in any way and don't matter to the rest of the series.(despite the fact that Mario Party 3 is my favorite MP anyway)

^...what? Waluigi was not the main villain of MP3 at all. He was an adversary at best. The villain was clearly the Millenium Star, for being such a jackass.

Waluigi sucks, to put it simply. Wario continues to appear in games, including his own series. Two series, in fact.

^The Millenium Star was the host, and was not actually evil. Waluigi was in that game, though. I just wish Daisy played a similar(but heroic) role in the game, besides being the only filler character.

Bosses =/= Evil. This has been proven in multiple games, including Zelda and Mario games. I admit MOST Mario series bosses are evil(although Bowser is argueable these days), but that doesn't apply to all. Of course, in most rpgs, the bosses are evil. So that's not a fair way to count it.

What kind of question is this? Wario, since he has two OF HIS OWN game franchises, while Waluigi is always a filler for Mario sports and party games.
