He is. Stay on the yoshi till all the juice goes and you will have a flickering Green Yoshi that spits green juice. Half a minute thing,though.

There really should've been a Green Yoshi in SMS, without almost losing him. A game with Yoshis, but without a green one is... just... wrong...
