Pipes, pipes, and more pipes. That's what you see all across the Mushroom Land in the Super Mario games. how did they get there? And furthermore, why?

Well, Bowser could have thought that pipes he could use to disguise as transportation for his army. They provide warps, plus no one would think to go inside large protruding pipes! And ever since, they've been littered about the land. Bowser didn't get the idea after Super Mario Bros., though, as he continued to use them. As you can see in Super Mario RPG they are still there. But how did new pipes in areas Bowser never reached pop up in there? Perhaps Smithy took a page from Bowser's book. It could be a trap. When he saw the use of the warp pipes, perhaps he could lure unsuspecting people into his trap. In Super Mario Land and Super Mario Land 2, you can see Tatanga and Wario also "borrow" the idea.
