He already has a long-range grab with his tongue. He's had it since the first game, along with the Egg Swallow move. And letting him grab items with his tongue would unbalance the character completely.

Um, Yoshi doesn't have a good Up+B.

Besides, no one says that Yoshi's can't be horses with grappling hooks.
