That is actually a Monty Mole from Moleville, I believe. And Luigi doesn't make an actual appearance as far as I know, but on Star Hill, you can find a star that Luigi wished upon. The wish being, "I wish to be as good a plumber as my older brother."

There's also someone behind one of the houses in the Mushroom Kingdom who'll give you hints in the game. You never see who it is, but fans speculate it's Luigi.

Luigi never really appears in game, except during the end credits when he leads the parade.

Oh...he looks rather human-like, really. And similar to Luigi in his clothes, but much fatter. I heard that Luigi appears at the parade at the end, in the crowd I think.
